Land use planning has always been about the integration of sector interests and sector plans.
Without a coherent structural vision for a city centre, a city area or municipality, there is a risk that the individual projects do not align. This could result in friction.
Amongst planners there is a revival of the notion that decisions for the short term are only effective if they form part of a powerful long term vision.
Furthermore the Dutch Land Use Planning Act requires the development of a structural vision for each municipal area.
